ABOUT THE PROJECT

“Enhancing the Rare Earth Elements Research and Innovation Capacity of Türkiye Project (REE Project)”, co-financed by the European Union and the Republic of Türkiye is being implemented by the end beneficiary of the Project, the Directorate General for Industry (SGM) and Project Partners the Directorate General of Mineral Research and Exploration (MTA) and Munzur University Rare Earth Elements Application and Research Centre (MUNTEAM) within the framework of the Competitive Sectors Programme which is carried out by the Ministry of Industry and Technology, Republic of Türkiye.

REE Project aims to establish a sustainable REE supply chain for Türkiye's economic development by increasing Türkiye's national REE R&D capacity.

Purpose

The sectors such as high-tech, renewable energy, vehicle electric, digital technology and aviation where high-tech products are involved, use REE-based products in their manufacturing and their REE demands are increasing day by day. It is of great importance to meet this demand and to play a critical role in the international REE supply chain. The first step in acquiring this role is to increase R&D capacities of REE in Türkiye and to expand global business networks.

By supporting REE applications in high-tech products that comply with EU Standards and the Green Deal, Türkiye will increase its know-how and technology capacity in developing clean energy and mobility solutions in an economically and environmentally sustainable manner.

With the REE Project, it is aimed to establish a sustainable REE supply chain for Türkiye's economic development by increasing Türkiye's National REE R&D capacity.

In line with these purposes, the activities to be carried out within the scope of the Project is aiming to increase both Türkiye's REE R&D capacity and its global competitiveness.

  • Federations / Unions / Associations

“Türkiye's Rare Earth Elements Research and Innovation Capacity Development Project” (REE Project) consists “Supply” and “Technical Support”, which are the two main components.

1. Supply Component:

With the devices to be tendered and installed within the scope of the Supply Component, current infrastructure of MTA is being enhanced and the laboratory infrastructure of MUNTEAM is being developed.

Units developed with the supply component of the MTA R&D Centre:

  1. Dismantling and E-Waste Preparation Unit
  2. Metal Separation Unit
  3. Hydrometallurgical Unit
  4. Pyrometallurgy Unit
  5. Reference Material Laboratory

MUNTEAM's laboratories prepared with the supply component:

  1. Mineral Processing Unit
  2. Physical and Chemical Characterization Unit
  3. Chemical Purification Unit
  4. Material Production Unit
  5. Material Characterization Unit

2. Technical Assistance Component:

With the REE Project, it is aimed to strengthen the capacities of both the Project beneficiary and partners as well as the private and public institutions operating in the REE-based sectors and to reinforce inter-institutional cooperation in order for our country to be self-sufficient in REE-containing products and to be an important part of the national and international REE supply chain.

The primary objective of the Project is to increase the R&D capabilities of laboratories and centres that will be established in order to increase Türkiye's R&D capacity in REEs, which will result in the transformation of REEs into high value-added products and recycling of them, while improving their business networks and ensuring their sustainability.

For these purposes, the technical assistance component will be carried out under two main activities:

Activity 1: Under the main activity of Developing Institutional Capacities;

  • Analysis of target group and REE sector,
  • Preparing business plans and service delivery manuals for the R&D Centres and laboratories of the Directorate General of Mineral Research and Exploration (MTA) and Munzur University Rare Earth Elements Application and Research Centre (MUNTEAM) in order to develop a sustainable business model,
  • Supporting the accreditation application of MTA laboratories according to TS EN ISO/IEC 17043 and TS EN ISO/IEC 17034 standards and accreditation applications of MUNTEAM laboratories according to TS EN ISO / IEC 17025 standards,

Activity 2: Under the main activity of Developing R&D Capabilities and Business Networks;

  • Providing trainings for technical and administrative personnel (TS EN ISO / IEC 17025, 17043, 17034) according to the results of the Training Needs Analysis (TNA) Report,
  • Networking activities,
  • Dissemination, promotion and visibility sub-activities are included.

In line with the main job descriptions of the end beneficiary, Directorate General for Industry (DGI), within the scope of the Project;

  • It will set a strategy to increase the competitiveness of sectors using REE-based products and carry out studies for the implementation of this strategy,
  • It will provide long-term planning and follow-up and inter-institutional coordination regarding the supply of raw materials to sectors using REE-based products,
  • It will support the accreditation process according to international standards of MTA and MUNTEAM R&D Centres and Laboratories, which will work in the field of REE,
  • It will coordinate and bring together relevant organizations in international networking activities,
  • It will help to take the necessary measures for clean production in accordance with the Green Deal.
  • As a result of these activities; the accredited MTA R&D Centre and MUNTEAM Laboratories, whose R&D capacities will have been increased and global business networks will have expanded with the coordination of DGI, will operate at international standards.
